Assembly called to order at 11:07 a.m.
Mr. Speaker presiding.
Roll called.
All present.
Prayer by the Chaplain, Imam: Mujahid Ramadan.

We pray for children

who put chocolate fingers everywhere,
who like to be tickled,
who stomp in puddles and ruin their new pants,
who sneak popsicles before supper,
who erase holes in math workbooks,
who can never find their shoes.
And we pray for those
who stare at photographers from behind barbed wire,
who can't bound down the street in a new pair of sneakers,
who never "counted potatoes,"
who are born in places we wouldn't be caught dead,
who never go to the circus and who live in an X-rated world.
We pray for children
who bring us sticky kisses and fistfuls of dandelions,
who sleep with the dog and bury the goldfish,
who hug us in a hurry and forget their lunch money,
who cover themselves with Band-aids and sing off key,
who squeeze toothpaste all over the sink and who slurp their soup.
And we pray for those
who never get dessert,
who have no safe blanket to drag behind them,
who watch their parents watch them die,
who can't find any bread to steal,
who don't have any rooms to clean up,
whose pictures aren't on anybody's dresser,
whose monsters are real.
We pray for children
who spend all their allowance before Tuesday,
who throw tantrums in the grocery store and pick at their food,
who like ghost stories,
who shove dirty clothes under the bed and never rinse out the tub,
who get visits from the tooth fairy,
who don't like to be kissed in front of the carpool,
who squirm in church or temple and scream in the phone,
whose tears we sometimes laugh at and whose smiles can make us cry.
We pray for those
whose nightmares come in the daytime,
who will eat anything,
who have never seen a dentist,
who aren't spoiled by anybody,
who go to bed hungry and cry themselves to sleep,
who live and move, but have no being.
We pray for children who want to be carried and
for those who must,
for those we never give up on and for those
who don't get a second chance.
For those we smother and for those who will grab the hand of anybody kind enough to offer it.

Assembly Bill No. 136--An Act relating to claims for medical malpractice; requiring the commissioner of insurance to collect and maintain certain information regarding closed claims for medical malpractice; and providing other matters properly relating thereto.

By the Committee on Natural Resources, Agriculture, and Mining:
Assembly Bill No. 137--An Act making an appropriation to the State Conservation Commission in the State Department of Conservation and Natural Resources for the support of conservation districts; and providing other matters properly relating thereto.

By the Committee on Judiciary:
Assembly Bill No. 138--An Act relating to controlled substances; revising the provisions that govern the amount of marihuana which is required for a conviction of trafficking in controlled substances; revising the provisions governing civil penalties for trafficking in marihuana; and providing other matters properly relating thereto.

Assemblyman Anderson moved that the bill be referred to the Committee on Judiciary.

By the Committee on Judiciary:
Assembly Bill No. 139--An Act relating to controlled substances; expanding the circumstances under which a court may suspend proceedings when a person is accused of committing a certain offense concerning the possession of a controlled substance on probation and require the person to participate in an educational program or a program of treatment and rehabilitation; authorizing courts to reduce or suspend the sentence of a person convicted of possessing a controlled substance for the purpose of sale if he assists in the identification, arrest or conviction of certain other persons; and providing other matters properly relating thereto.

Assemblyman Anderson moved that the bill be referred to the Committee on Judiciary.

Assembly Bill No. 140--An Act making an appropriation to the Bureau of Alcohol and Drug Abuse in the Rehabilitation Division of the Department of Employment, Training and Rehabilitation for the support of certain programs of treatment for criminal offenders who abuse alcohol or drugs; and providing other matters properly relating thereto.

Assemblyman Anderson moved that the bill be referred to the Committee on Ways and Means.

Assembly Bill No. 141--An Act relating to dangerous weapons; exempting prosecuting attorneys from the prohibition against carrying certain dangerous weapons without a permit; and providing other matters properly relating thereto.

By Assemblymen Nolan, Herrera, Buckley, Segerblom, Manendo, Sandoval, Koivisto and Collins:
Assembly Bill No. 142--An Act relating to sexual offenses; providing certain employers with civil immunity for a sexual offense against a child committed by a volunteer of the employer; expanding the definition of "employee" to include volunteers and prospective volunteers for the purposes of provisions relating to inquiries by certain employers regarding the prior sexual offenses of employees; and providing other matters properly relating thereto.
